THE STATE OF THE UMMAH
The gradual decline of the Islamic State
“The Head of state is the guardian of him, who has nobody to support him” (Abu Dawud, al-Tirmidhi)
After six centuries of many great achievements, the world of Islam began to decline in the succeeding six centuries. That means the Muslim world of the twelfth to the thirteenth Islamic centuries (eighteenth and nineteenth centuries) was weak and decadent, while in the Western world emerged the Industrial Revolution and development of technology which made Europe stronger militarily and materially than Asia and Africa, and the competition to get cheap raw materials and new markets to dump their manufactured goods. This was then followed by the emergence of the Era of Colonialism in which most of the Muslim countries, in their stagnant condition became easy victims. By the seventeenth century, the power of the Ottoman Caliphs (Khilafah Uthmaniyah) was being fundamentally checked and challenged by the emerging West. And after stagnation, backwardness and loss of independence, Muslims began to wake up from their slumber. The Salafiyah movement, a religious movement was philosophically founded on the work of Ibn Taimiyah, and had arisen as a reaction within Islam to bring the Muslim society back to the Qur’ an and the Tradition.
Sayyed Qutb’s Ideas
According to Sayyid Qutb, this new jahiliyyah had deep historical roots, and it was moreover fostered and protected by all the coercive apparatus of a modern, authoritarian state; it could not, therefore, be easily remedied in the short term. What was needed was a long-term program of ideological and organizational work, coupled with the training of a dedicated vanguard of believers who would protect the cause in times of extreme danger (if necessary by recourse to force) and preside over the replacement of jahiliyyah by the Islamic order once circumstances had matured.
Sayyid Qutb’s refutation of Marxism often goes together with a critical evaluation of Christianity, presented as essentially an asceticism with no positive implications for worldly life and historically unable to modify Europe’s determining legacy of pagan materialism inherited from Rome. In this comparative context, Islam becomes the ideal mean, avoiding both the unrelieved materialism of Marxism and the otherworldliness of Christianity, and balancing the needs of the individual against those of society.
Briefly put it is his contention that what he terms “the spirit of Islam”— frugal, egalitarian, and pious—ceased to permeate the sociopolitical life of the Muslims with the usurpation of the caliphate.
His assertion that a virulent crusading spirit remains at the core of Western culture, despite a relative decline in active adherence to Christianity, has been tragically vindicated by the genocidal assaults on the Muslims of Bosnia, that were spearheaded by Croats and Serbs but enjoy the complicity of the entire Western world. Similarly, the support instinctively rendered by this crusading spirit to Zionism continues unabated. More importantly, Sayyid Qutb’s insistence on the comprehensiveness of Islam as worldview, civilization, and socioeconomic order; his summons to cultural and educational reform; and the moral urgency underlying the whole of his book retain all their validity today, some fifty years after its first publication.
Regime change is used to disunite the Muslims
Over the last one hundred and fifty years, the Christian West has published over 60000 books against Islam, planned the division of the Muslim empire and have plotted the removal of our righteous Islamic leadership. The US has confused the basic concepts of democracy, freedom and order, intensified the conflicts among nations, societies, classes, and religious beliefs, interrupted the gradual reforms in these countries, and pushed them into continuous turmoil. Even Biden himself cannot say which country is more democratic than the other. But one thing is certain: If the US tries to change the regime of a country according to its own democratic standards, it will end in a war, even if it is a war without artillery fire. Between 1947 and 1989, the United States tried to change other nations’ governments 72 times.
Military power is used to exploit weaker Muslim Nations
The militarily powerful states have many tools at their disposal to coerce weaker states into complying with their rapacious demands. Minerals are obtained at throwaway prices, as are hydrocarbons. Until the mid-1950s, Western multinationals arbitrarily determined the price of oil they paid to producers. In 1953, when Iran tried to wrest control of its oil resources from the British, the government was overthrown through a CIA-MI6 engineered coup. The deliberate suppression of oil price spanning decades has resulted in the net transfer of hundreds of billions of dollars of producers’ wealth to consumers. The UN estimates that some $2 trillion are transferred annually from the “Third World” to the West through unfair trade practices and interest on loans. Apart from crude oil price suppression, mineral-rich but weak countries are at the mercy of purchasers. It has nothing to do with market forces. After suffering decades of colonialism, most of these states do not have stable institutions and are easily manipulated.
Whenever a leader in a “Third-World” country attempts to implement policies to benefit his people, he is overthrown in a military coup and often assassinated. In recent years, color revolutions have been launched to undermine and overthrow governments. Recalcitrant states are undermined with punishing sanctions. If a pliant ruler cannot be found, direct military invasion of a country is launched. Afghanistan, Iraq, Libya, and Syria offer ready examples. Millions have been killed and tens of millions turned into refugees.
Israeli Genocide destroys the façade of International Law
As western regimes choose to downplay and give carte blanche to Israeli genocide of Palestinians, what they do not realize is that Israel’s actions will be used as a precedent in future conflicts.
When western regimes are on the receiving end of a conflict, no one will listen to their cries of international law and norms.
By blindly backing Israel’s genocide in occupied Palestine, western regimes have not only obliterated their soft power, they have also become catalysts for breaking down an already shaky international legal system.
In the past, this system provided some minimal control mechanism over unruly political entities.
Those who assume that Israeli crimes are unlikely to boomerang on the global scale, should look at the US violation of Iraqi sovereignty and consider Russia’s framing of its actions in Ukraine.
The war in Ukraine is the clearest manifestation of how violation of Iraqi sovereignty boomeranged against the western geopolitical sphere.
Its preliminary legal precedent was set in motion by the west in Iraq.
Overall, future wars are likely to be more brutal and total, “thanks” to powers that enabled and downplayed the Israeli genocide in Palestine.
Another aspect that should be kept in mind is that it is simply a matter of time before hard power tips in favor of the Palestinians and the regional socio-political forces supporting them in their struggle for liberation.
When that moment arrives, it will be impossible to attempt to try to convince the Palestinians to restrain themselves when powerful regimes actively enabled their genocide and did not care about any legal norms of war.
By deliberately targeting civilians, the zionist regime has demolished the myth of rules-based order.
Putin and the West-Centric Global Order
As the world order is currently transforming into multipolarity, proponents of the latter want to see a systematized and institutionalized alternative which can sustain multipolarity in a methodical fashion.
While Putin’s inability to articulate a multipolar system is a minus for his sympathizers, for the Muslim world this is positive news.
To comprehend this properly, Putin’s narrative in the lengthy interview needs to be clearly understood.
In overall terms, Putin’s interview focused on one central message and had one audience in mind.
The key message was that Russia is open to renegotiate the west-centric global order, provided its strategic interests are accommodated on its own terms.
The on its own terms is the key aspect here.
The biggest hint of this was Putin’s deliberate historical claim to Ukraine.
While Putin directly linked religion and contemporary Russian statehood, he merely borrowed a simplistic west European secular-liberal misunderstanding of religion and sprinkled it with some Russian nationalism and traditionalism.
While this might appear as a minor point, it shows that Russia does not have the capacity to formulate a concrete political philosophy without borrowing the west-centric philosophical framework.
This aspect is a positive development for emerging Muslim poles of power in the new multipolar global order.
It provides time and socio-political space for Islamic movements and the wider Muslim world to formulate and implement their own regional paradigm outside of the Russian, Chinese or west-centric patronage.
Replacing Ignorance with Islam
“That you believe in Allah and His Messenger, and strive in the cause of Allah with your wealth and your persons. That is better for you, if you did not know.” (61:12)
The Western Civilization today, unable to present any healthy values for the guidance of mankind, rather brings them to the brink of a precipice. It is more clear if we observe that all man-made ideologies, movements and theories derived from the Western Civilization have lost their vitality and have proved to be a failure.
The foremost objective of this movement is to change the practices of the Jahili Society, and its long term planning is to change the Jahili system at its very roots, and among the early programs or stages of training and education for members of this movement is to remove themselves from all the influences of the Jahiliyah – from its concepts, traditions and leadership.
It is understood that the Islamic Society is not one in which people call themselves ‘Muslim* and their birth certificates register them as Muslim, but in which the Islamic Law has no status, for communities cannot be considered Islamic, whatever their numbers, if the system of life is constructed on some other foundation or if other sources are mixed with this foundation.
CONTEMPORARY SOCIETIES
- The Communist Societies: Based on Marxism, ultimate aim is to set up a classless society, with all means of production, distribution and exchange in society belonging to the public . Marxism wants to demolish the walls of race and colour, nation and geographical region based on a “class system”. It denies the existence of god and believes that the universe was created by ” matter *’• or by “nature”, while all man’s activities and his history have been created by “‘economic factors ” or “the means of production”; the way of life it adopts is to be governed by the Communist Party.
- Idolatrous Societies: They believe in other gods besides God, their laws and regulations are derived from sources other than God, either from the nation or a party o] from another basis. These types of societies can be found in India, Japan, the Philippines and Africa.
- Jewish and Christian Societies: Originally they are the followers of transcendent religion but they have distorted the original beliefs and ascribe certain attributes of God to other beings. They have transferred the power to legislate to priests and rabbis. Although they do not regard them as gods, they give them the authority to make laws which are made by them rather than by God.
- The so-called ‘Muslim Societies’: Individually, they are Muslim, but their way of life is not based on submission to God alone. Although they believe in the Unity of God they have delegated the legislative attribute of God to others and submit to this authority, and from this authority
they derive their systems, their traditions and customs, their laws, their values and standards. - The Muslim Societies: This type of society comes to exist when individuals and groups reject servitude to anyone except God, and accept submission to God, and decide that they will organize their scheme of life on the basis of this submission.
Deterrence supremacy
“And make ready against them all you can of power, including steeds of war (tanks, planes, missiles, artillery, etc.) to threaten the enemy of Allah and your enemy, and others besides whom, you may not know but whom Allah does know. And whatever you shall spend in the Cause of Allah shall be repaid unto you, and you shall not be treated unjustly.” (8:60)
When a state has both the capability and credibility to carry out a threat or respond to an attack, war is less likely to break out. A state that attacks another state should expect a counter-attack. During the Cold War, it was the doctrine of mutually-assured destruction or “the balance of power,” rooted in reciprocal deterrence, that prevented the Soviet Union and the United States from unleashing a global nuclear holocaust. In order to preserve the peace, the Quran advocates for building up military preparation as a deterrent against possible threats. This is the context in which “terror” is used in the Quran, even though the term used could be translated differently to avoid this undue connotation. The Quran in no way justifies the intentional killing of innocent civilians, or “terrorism” as understood today. Even Bernard Lewis, a scholar known to be highly critical of Muslims, admits as much, “At no point do the basic texts of Islam enjoin terrorism and murder.”
Islam is a social religion, an organized theocracy
“And those who do not make their decisions in accordance with that revealed by Allah are (in fact) the deniers of Truth” (5:44).
Islam is a social religion, not in the sense that it is through society alone that religion breathes its sacred spirit in the individuals, but in the sense that it aims at inculcating God-consciousness both in individual and society. The State is meant to enforce the law of the Shari’ah within its territorial jurisdiction, it is duty bound to make itself an efficient organ for transforming the high ideals of Islam into reality.
Jesus said: The Kingdom of Heaven is within you. Islam fully subscribes to this view, since no just kingdom can be founded on earth by unjust men, who have not first created the Kingdom of Heaven in their hearts, but Islam goes a step forward and says that the creation of the Kingdom of Heaven within heart is not enough; this Kingdom of Heaven within must be externalized into a Kingdom of Heaven on earth, so that the organized life of man may be built up on the basis of love, fraternity and justice.
Even a lowliest villager could dare tell the Commander of the Faithful that he would set him straight like a spindle if he deviates an inch from the path of righteousness. This shows that the rulers and the officials in the Islamic State are answerable both to God and man for their actions, and the people have every right to criticize, not only their public behavior, but even their private activities.
It is in this sense alone that state in Islam is a theocracy, not in the sense that it is headed by a representative of God on earth who can always hide his despotic will behind his supposed infallibility. An Islamic State is, therefore, theocratic in one aspect as it is run according to God-given laws, but it is altogether a different theocracy of which Europe has had the bitter experience and in which, a priestly clan is sharply marked off from the rest of the population and exercises an unchecked domination and enforces laws of its own making in the name of God, and thus imposes its own godhood upon the common people. The priest puts himself as a mediator between the masses and the unseen God. Such a system is quite un-Islamic.

- Lending support to Islamic governments and Muslim citizens which are being oppressed or attacked.
- Lending support to Islamic governments and Muslim citizens which are under the poverty line.
- Research and development of biotechnology capabilities, in order to effectively deal with the next pandemic.
- Research and alignment of foreign policies
- Research and development of mutual economic capabilities.
- Research and development of mutual military capabilities.
- Research and development in creating a new gold-backed reserve currency.
The Ansar Council
And He has united their (i.e. believers’) hearts. If you had spent all that is in the earth, you could not have united their hearts, but Allâh has united them. Certainly He is All-Mighty, All-Wise. (8:63)
